The Dock Itself Has Rules You Do Not Control
A loading dock is a workplace before it is an event access point, and the federal rules that govern it apply to your crew the moment they step onto it. OSHA's powered industrial truck standard requires that brakes be set and wheels chocked to stop trucks or trailers from moving while they are being boarded, that dockboards be secured before anyone drives over them and never loaded past their rated capacity, and that elevators be approached slowly and entered squarely once the car is properly leveled. Motorized hand trucks are directed to enter elevators load-end first — a small detail that becomes a real one when a loaded cart has to pivot in a 5-foot lobby.
None of that is optional because the event is pretty. It is also why "we'll just roll it in ourselves" often costs more time than the venue's own material-handling process, not less.
Delivery Windows Collide With Federal Driver Clocks
When a venue offers you a 4 p.m. dock slot for a 7 a.m. install the next morning, the constraint is not just convenience. Interstate commercial drivers operate under FMCSA hours-of-service rules, and the regulations cap total on-duty time, not just driving time. Time spent waiting at a dock, loading and unloading burns the same clock as time spent behind the wheel. A driver who sits three hours because the bay was occupied has three fewer hours available to complete the run — and detention on the front end of a route can push the return leg past a legal limit.
Practically, this means a dock delay does not just move your install. It can strand a vehicle, force a driver swap, or push a strike to the following morning at a different rate. When the Constraint Moves Outdoors: Tents Change the Question Entirely
Outdoor installs trade the elevator problem for a ground problem, and the ground problem starts earlier. A tent and rental install is not simply a bigger delivery; it is a temporary structure with its own permit path, its own anchoring requirements and its own lead time that runs in parallel with — and often ahead of — everything else on your timeline.
Staking is excavation, and Florida law treats it that way
Driving stakes into turf counts as digging. Florida's underground damage prevention law requires anyone excavating to notify Sunshine 811 at least two full business days before breaking ground, excluding weekends and state and national holidays, so member utilities can mark their lines. Marks also establish a tolerance zone extending 24 inches from each facility's outside edges, inside which you dig with increased caution or not at all.
Two full business days sounds generous until you count backward from a Saturday install. A Wednesday call does not clear a Saturday stake. Permits, fabric certificates and separation distances
Temporary membrane structures sit under the fire code as well as the building code. Florida's fire requirements are set through the Florida Fire Prevention Code, adopted by the State Fire Marshal on a three-year cycle and enforced by the local fire official in each county, municipality and special district — with local amendments that apply only to that community. Accessibility Applies to the Temporary Build Too
Access planning is usually framed around crew and freight. It also determines whether every guest can reach the space you built. - What must be installed first because it cannot be installed once the room is full — rigging, dance floor, staging, power distribution?
- What protection does the venue require on the floor, and who supplies it?
- Who is the venue's on-site contact at 6 a.m., and what is their mobile number — not the sales office line?
- What is the strike deadline, and what happens contractually at one minute past it?
The answers become the load-in sequence, and the load-in sequence becomes the crew count. Reverse that order and you are guessing.

It depends on the building, and the answer ranges from a fee to being physically bumped. How do we find the real freight elevator dimensions?
Ask engineering or the building's property management for the car's interior dimensions, door opening, and posted capacity — and ask whether the door opening is smaller than the car, which is common and is what actually blocks long items. If a piece is close to the limit, measure it before delivery day rather than trusting a catalog spec.
Can we avoid the dock entirely by using the main entrance?
Occasionally, and almost never without permission. Many venues prohibit freight through public entrances during operating hours, require floor protection, or restrict wheeled carts on certain finishes. Get the exception in writing before you plan around it.
Does a tent on grass really require calling 811?
If you are driving stakes, you are excavating, and Florida law requires notification before you break ground. Ballast is an alternative when locates come back hot or the surface cannot be penetrated, but ballast is heavy — it changes truck loading, delivery sequence and sometimes vehicle count, so it is a decision to make early rather than on site.
